“Due Process Followed” — Anambra Govt Rejects Odinkalu’s Claims, Says Security Adviser Emeakayi Not Linked To Improper Relationship

The Anambra State Government has concluded its investigation into allegations made by prominent human rights lawyer and public affairs commentator, Prof. Chidi Anselm Odinkalu, against the Governor’s Security Adviser, Chief Ken Emeakayi, and has found the claims to be false and misleading.

The allegations, which had gained public attention, centred on claims by Prof. Odinkalu that Chief Emeakayi was involved in an improper relationship with Mrs Mmasi Nwangwu, wife of convicted Mr Chidozie Nwangwu, popularly known as Akwa Okuko. The allegation was particularly sensitive because Chief Emeakayi, in his capacity as Security Adviser to Governor Charles Soludo, had supervised state actions against Mr Nwangwu, raising questions about a possible conflict of interest.

In response to the allegation, the Anambra State Government constituted a Fact-Finding Committee to probe the matter. The Committee was chaired by the Hon. Attorney General of Anambra State, Tobechukwu Nweke, SAN, and comprised senior lawyers from the Ministry of Justice.

The Committee submitted its report, dated May 11, 2026, after conducting a thorough investigation that included taking evidence from all accused parties. Chief Ken Emeakayi, who supervised state actions against Mr Chukwudozie Nwangwu as referenced by Prof. Odinkalu, appeared before the panel and gave his account. Mrs Mmasi Nwangwu also testified, as did counsel to Mr Nwangwu, who appeared and testified on his client’s behalf.

According to the Committee’s report, multiple notices were issued to Prof. Chidi Odinkalu, inviting him to respond to the panel’s enquiries. The invitations offered him flexible options he could respond via text, join a virtual meeting, or attend a physical sitting to disclose the source of his information or provide any evidence supporting his allegation against Chief Emeakayi.

However, Prof. Odinkalu failed to honour any of the notices issued to him by the Committee. His failure to appear or provide any supporting material for his claims featured prominently in the Committee’s final assessment.

After reviewing all evidence presented by the relevant persons, the Committee found that the testimonies given were consistent in establishing that Chief Ken Emeakayi and Mrs Nwangwu did not have any personal or improper relationship. The panel found no evidence to support the allegation of an intimate or compromising connection between the two individuals.

Accordingly, the Committee concluded that the allegation made by Prof. Odinkalu is false and misleading.

Following the release of the Committee’s report, the Anambra State Government reiterated its commitment to due process, fairness, and the protection of the reputation of public officers from malicious and unsubstantiated claims.

The clearance of Chief Emeakayi effectively brings to a close one of the more politically charged allegations to emerge in Anambra public discourse in recent months. The matter had drawn attention not only because of the personalities involved Prof. Odinkalu being a former Chairman of the National Human Rights Commission and a widely followed commentator but also because of its intersection with the Anambra State Government’s security operations, particularly the prosecution and conviction of Mr Chidozie Nwangwu, alias Akwa Okuko.

Neither Prof. Odinkalu nor his representatives have publicly responded to the Committee’s findings as at the time of this report.
