Makinde Signs Executive Order To Regulate Vigilante Groups In Oyo

Governor Oluseyi Makinde of Oyo State has signed Executive Order No. 001 of 2026 on the Regulation, Registration and Coordination of Associations, Groups and Organizations Offering Security and Allied Services in Oyo State, in a move aimed at strengthening the state’s security architecture and regulating the activities of vigilante and community-based security groups across the state.

Governor Makinde said the Executive Order became necessary in view of the growing security challenges confronting communities and the increasing number of groups engaging in security-activities without proper coordination.

In a strong warning against ethnic profiling and unlawful vigilantism, the governor cautioned residents against forming groups under the guise of security operations that could fuel ethnic confrontation or discrimination. He stressed that while criminality would not be tolerated in Oyo State, innocent residents must not become targets simply because of their ethnic background.

On implementation of the Executive Order, the Attorney-General of the State and Commissioner for Justice, Abiodun Aikomo, explained that all associations, groups and organizations offering security-related services with a membership strength, must notify and register with the government through the Office of the Special Adviser on Security.

The Attorney General warned that failure to comply with the Executive Order constitutes a violation of the law and would attract prosecution. According to him, the Office of the Special Adviser on Security, the Commissioner of Police and the Nigeria Security and Civil Defence Corps have been directed to enforce full compliance with the order.
