In a recent interview on Silverbird N24, political analyst and civil society advocate Chizy Enyi, President General of the Initiative for Transparent Strategy and Good Leadership, spoke on the ongoing political tensions in Rivers State, focusing on the balance of power between the executive arm and the House of Assembly and its implications for governance.

During the interview, Enyi stated, “Wike controls the House of Assembly, and Fubara cannot force them to act against their will.” He made the remark while responding to questions on the strained relationship between Governor Siminalayi Fubara and members of the Rivers State House of Assembly.

Enyi explained that the political structure in Rivers State reflects deep-rooted alignments that continue to influence legislative behaviour and decision-making. According to him, the governor’s ability to implement policies is significantly affected by the level of cooperation he receives from the legislature, which operates as an independent arm of government.

He further argued that in a democratic system, the executive cannot compel lawmakers to act against their will, as each arm of government is expected to maintain its constitutional independence. He maintained that this separation of powers is central to governance, even when it results in political disagreements or institutional deadlock.

Enyi also emphasized that the current situation in Rivers State highlights the complexities of political influence and loyalty within party structures. He noted that such dynamics often shape legislative decisions, budget approvals, and broader governance outcomes in the state.

He added that while political influence is a reality in many democratic systems, sustained conflict between the executive and legislature can hinder development and slow down policy implementation. According to him, resolving such tensions requires negotiation, dialogue, and respect for institutional boundaries.

He concluded by urging all political actors in Rivers State to prioritize governance and public interest over personal or factional loyalty, stressing that stability can only be achieved when both arms of government work within their constitutional limits….See More
